Nevertheless, since 1999, "protection of civilians" went through an institutional expansion and normalization within the UN, both in doctrine and practice. The Security Council and the Secretariat raised it as the priority task of peace operations, and engaged in a critical development of the concept of protection of civilians. The United Nations Mission in the Democratic Republic of the Congo (MONUC, then MONUSCO), which has been the laboratory for practices of protection for the last 15 years, displayed a remarkable hyperactivity to protect people. Various specific tools and mechanisms were developed in order to strengthen the Mission capability to respond to protection needs. Similarly, UN peacekeepers proved that they could handle a large range of operational practices to protect civilians, from simple deterrent presence to offensive operations against armed groups. This thesis demonstrates the conceptual and practical evolutions that occurred, and clarifies the factors that influence the concrete implementation of this protection policy, now central to UN peacekeeping. It explores the institutional dynamics and the political dynamics that both delineate the outline of the practice of protection, and that can reduce or increase their efficiency. ; Les échecs des opérations de maintien de la paix de l'ONU au Rwanda et en Bosnie ont grandement entamé l'image des Casques bleus, impuissants face aux massacres et atrocités dont ils étaient témoins. De nombreux outils et mécanismes spécifiques ont été développés pour renforcer les capacités de réponse aux besoins de protection, et les soldats de la paix ont démontré qu'ils pouvaient exploiter un pan immense de pratiques opérationnelles pour protéger les civils, de la simple présence dissuasive aux opérations offensives contre les groupes armés.Cette thèse démontre les évolutions conceptuelles et pratiques qui sont advenues et met en lumière les facteurs influençant la mise en œuvre concrète de cette politique de protection, désormais centrale dans le maintien de la paix de l'ONU. Elle explore la dynamique institutionnelle d'une part, et la dynamique politique d'autre part, dessinant toutes deux les contours des pratiques de protection, et pouvant tantôt réduire, tantôt accroître leur efficience.

Gli episodi di rivolta avvenuti negli ultimi anni ad opera delle popolazioni periferiche di diverse metropoli e, in molteplici casi, la copresenza di questi avvenimenti con organizzazioni di cittadinanza attiva locale hanno attirato l'interesse del ricercatore, che ha scelto di rivolgere un'attenzione mirata alla valenza che il forte attaccamento al territorio di residenza assume per gli abitanti di questi contesti urbani. Sostenuta dall'analisi di molteplici studi precedentemente svolti sulle periferie metropolitane di varie parti del mondo, l'ipotesi che si è cercata di dimostrare è che proprio nel territorio, anche per ragioni di carente attenzione e interesse politico e sociale, gli abitanti hanno riposto la certezza di un' 'appartenenza' e del 'possesso' comune di un bene e che, in ragione di queste considerazioni, esso potrebbe rappresentare un denominatore comune degli eventi di rivolta e di autopromozione sociale manifestatisi. Attraverso un'attenta ricerca sul campo di tre periferie-simbolo di Roma, Parigi e Milano, sono state evidenziate le strette connessioni tra abitanti e territorio e i processi sociali attraverso cui tale legame si è creato, studiando questo fenomeno in relazione ad altre fonti di senso e di riconoscimento sociale, comuni e non comuni ai casi analizzati.

AbstractThis study examined the developmental pathways from maternal behavior to school readiness within a sample of 1007 children, with a specific focus on the mediating role of delay of gratification (DoG). Maternal behavior across the first 36 months of age was explored as a predictor of children's DoG at 54 months as well as their behavioral and academic competence in kindergarten. Results support sensitivity as a predictor of children's DoG and indicate significant associations between DoG and teacher‐reported externalizing behavior, social skills, and academic skills. Moreover, DoG partially mediated the associations between maternal sensitivity and school readiness skills, with the highest percentage of mediation reported for social skills. Findings indicate maternal sensitivity and DoG as potential targets for efforts aimed at enhancing school readiness among young children.

Manufacturing sectors and global supply chains play a crucial role in many of the most pressing environmental stresses and social concerns identified by the United Nations' Sustainable Development Goals (SDGs). Responding to calls from the society, governments and global community, companies are adopting a variety of voluntary innovative practices and actions to improve the environmental and/or social management of their suppliers' activities. Nevertheless, addressing the myriad sustainability challenges facing our world today is not a simple task. Many methodologies have been developed that measure either social, economic or environmental performance of companies and supply chains but for decision making all three need to be integrated. A techno-economic assessment (TEA) combines process modelling and engineering design with an economic evaluation at early stages of technology development providing an ex-ante or prospective assessment with clear linkages to the (early) stages of technology development.

Cohort studies have displayed mixed findings on changes in mental symptoms severity in 2020, when the COVID- 19 pandemic outbreak started. Network approaches can provide additional insights by analyzing the connectivity of such symptoms. We assessed the network structure of mental symptoms in the Brazilian Longitudinal Study of Health (ELSA-Brasil) in 3 waves: 2008–2010, 2017–2019, and 2020, and hypothesized that the 2020 network would present connectivity changes. We used the Clinical Interview Scheduled-Revised (CIS-R) questionnaire to evaluates the severity of 14 common mental symptoms. Networks were graphed using unregularized Gaussian models and compared using centrality and connectivity measures. The predictive power of centrality measures and individual symptoms were also estimated. Among 2011 participants (mean age: 62.1 years, 58% females), the pandemic symptom 2020 network displayed higher overall connectivity, especially among symptoms that were related to general worries, with increased local connectivity between general worries and worries about health, as well as between anxiety and phobia symptoms. There was no difference between 2008 and 2010 and 2017–2019 networks. According to the network theory of mental disorders, external factors could explain why the network structure became more densely connected in 2020 compared to previous observations. We speculate that the COVID-19 pandemic and its innumerous social, economical, and political consequences were prominent external factors driving such changes; although further assessments are warranted.
